Strategy 1: Highway Network Development
Strategic Goal

Develop a highway network that ensures connectivity, accessibility, and mobility according to the highway hierarchy standards

Objectives
  1. Have a highway network that connects and provides access to economic areas and transport nodes
  2. Ensure complete and continuous integration with other transport modes, supporting the shift to rail and water transport to facilitate travel and freight, support urban and economic expansion, and reduce logistics costs
  3. Develop and improve the highway network to ensure mobility
  4. Enable efficient travel and goods transport to address traffic congestion and reduce losses from delays
  5. Develop the highway network and facilities to support walking, road crossing, and safe movement for vulnerable road users
  6. Ensure highway network mobility and accessibility in accordance with highway hierarchy standards
Strategies
  1. Develop national and expressway highway networks to support economic areas, tourist sites, and border checkpoints
  2. Develop and improve missing links in the highway network to connect economic areas, transport terminals, ports, airports, and logistics hubs, including integration with expressway access points
  3. Improve highways, bridges, underpasses, tunnels, interchanges, bypasses, and rail crossings to manage traffic and freight demand and reduce congestion
  4. Improve physical characteristics of highways through communities, agricultural areas, tourist sites, and key locations to ensure convenience and safety for all road users
  5. Establish highway network standards according to the road hierarchy and apply them in planning highway development on main and secondary roads, including intersections and access management
Strategy 2: Highway Maintenance and Management

Maintain and manage the highway network efficiently to ensure continuous and high-quality service

Objectives
  1. Maintain roads and bridges according to highway hierarchy standards to meet quality and safety criteria
  2. Manage traffic and routes to ensure efficient and timely service in normal conditions, construction and maintenance zones, and emergencies
  3. Integrate disaster management using technology, innovation, and efficient management systems
  4. Control vehicle weight according to laws and international standards to extend service life and reduce maintenance costs
Strategies
  1. Manage road and bridge maintenance by using engineering inspection and evaluation data
  2. Establish traffic, incident, and disaster management centers integrating data and collaboration from monitoring, reporting, response, and prevention
  3. Integrate data, operations, budgets, personnel, machinery, and technology for traffic management and disaster response
  4. Address recurrent incidents and vulnerabilities sustainably using Big Data and engineering models
  5. Enhance vehicle weight control system nationwide using modern technology and revise problematic laws

Enhance and raise safety standards of the highway network and construction and maintenance zones

Objectives
  1. Establish safety standards for highways according to the road hierarchy and implement improvements to meet them
  2. Prevent and reduce accidents on highways proactively
  3. Manage and reduce severity of fatal and injury accidents on highways
  4. Promote safety standards in construction and maintenance zones to prevent accidents
Strategies
  1. Improve road design and safety equipment standards for highway safety according to the hierarchy
  2. Implement engineering measures to prevent and address high-risk accidents such as speeding, roadside hazards, intersections, head-on collisions, slippery roads, rear-end collisions, pedestrian and motorcycle accidents
  3. Address black spots on highways using collision diagram data to improve unsafe conditions
  4. Establish clear procedures and budget/personnel mechanisms for road safety audits from planning, design, construction, to operational roads
  5. Support law enforcement to reduce highway accidents
  6. Develop skills and instill safety management values in construction and maintenance personnel
  7. Set procedures and clear mechanisms for safety management in construction and maintenance zones

  1. Support research and innovation in mission-oriented projects, knowledge creation, and staff-developed innovations, ensuring wide applicability
  2. Apply modern technology such as UAVs for surveying/design, traffic management, BIM for maintenance and safety tasks
  3. Build networks and cooperation (MOU) with government, private sector, educational institutions, international organizations for research and innovation development
  4. Develop, improve, and manage highways and construction zones for equitable access for all
  5. Create prototype routes using Green Highway Corridor principles to minimize environmental impact and maximize resource efficiency
  6. Promote use of alternative, recycled, and eco-friendly materials and processes to reduce energy use and greenhouse gas emissions in construction and maintenance
  7. Instill environmental conservation values in personnel at all levels
